Chia Li is a life-time enthusiast of connecting people with reliable communication services. He grew up next to switching offices while his father was a local telephone bureau chief in Taiwan. He has witnessed, and later contributed to, the evolution of communication systems from manual switching boards, to electromechanical and electronic switches, and eventually to unified communication servers on the Internet and in the cloud.

Chia joined Bell Labs after graduate studies and held multiple technical and managerial positions in AT&T and Lucent. He designed the first nationwide switched digital networks for nx64-Kbps services. He foresaw the potential use of cable in telecommunication and started the design of high-speed data access protocols and systems on cable. Chia joined Comcast in 2005 and contributed to the tremendous growth of Comcast digital voice services. He led the technical teams in a few key projects that were instrumental in growing Comcast into a major residential and commercial communication service provider. These projects included starting up Comcast Workplace Digital Voice for business applications, expanding IMS network to multiple cores, moving 8YY toll-free service from TDM to SIP, migrating routing databases to the cloud, and revamping Comcast SIP infrastructure to carry all voice traffic types through an integrated routing platform.

Most recently Chia led Comcast teams in implementing a variety of nuisance call mitigation initiatives, including call blocking/labeling, and STIR/SHAKEN. Under Chia’s leadership, Comcast has achieved many industry firsts in STIR/SHAKEN development. After the successful deployment of STIR/SHAKEN across all Comcast platforms ahead of the 6/30/2021 FCC-mandated milestone, Chia decided to retire from Comcast and formed a consulting firm to offer his knowledge and experiences to the industry. With his new company, Omnifides LLC, Chia will continue to carry on his life-time enthusiasm and strive to help connecting people everywhere with trust.

Sinch, Director, US Messaging Products and Services

Jonathan Vimont

Hello NetNumber Team, I am excited to be considered for the speaking role for Nexus 2021 and I feel Sinch is in a great place in the A2P space for the foreseeable future in part due to the long-standing partnership with NetNumber Products and Services. We both are working to mature the design for secure A2P Messaging in North America, there is a promising future!

I have spent my entire career in Mobile Telecommunications, I served in the US Army as a Team Chief deploying mission critical, high-availability, tactical secure networks for Special Operations Command. My career as a civilian began at Ericsson where I ran the Support and later Product for the very first in-building micro cell solution called DWOS. Later, I tested and delivered prototype software builds and UI’s for Sony Ericsson. I was certified in all the latest air-interface courses and antenna theory/signal propagation. It was a fun time to be in Wireless R&D!

I now have been in a leadership role in US A2P Messaging for +15 years. My foray into A2P Messaging started at the ground level in client integration and management at Ericsson IPX *where many of the founders of Sinch also began. I did a brief stint at Motricity in a similar role with a chief concern to roll them off PSMS and reinvigorate their platform with one of the very first self-service messaging platforms where a developer was not needed to launch a messaging campaign. Today we call these ASP’s and the business model CPaaS! Along this journey I have always been the primary POC as Carrier Relations Manager assisting in service impairments, new feature requirements (on both sides Client and Carrier) and working to align all party expectations. My current role is unchanged but grown in both scope and complexity nicely paralleling Sinch’s own journey in the ecosystem. In the US Sinch is one of a handful of Direct Connected Aggregators (DCA’s) spearheading the cross-carrier rollout of MNO sanctioned A2P messaging channel for 10 Digit Long Codes (10 DLC). Me and my excellent team of Product Managers have been working tirelessly with carriers and suppliers to create a profitable, spam free, two-way, feature rich messaging channel that includes voice and MMS enabled originators. None of this would be possible without collaboration between Vetting & Campaign Administration Partners, Internal and external SPAM & Compliance Monitoring, Number and Routing Administrators! and of course our Carrier Partners.
